Although there is no permanent inter-ministerial working group, youth policy is developed and implemented according to a cross-sectoral approach. While implementing the national youth policy, the Minister of Youth and Sports is supported by the National Advisory Council on Youth (Национален консултативен съвет за младежта). The National Advisory Council on Youth is a political body that gives opinions on legal regulations and strategic documents relevant to the youth policy and suggests measures for achieving the objectives of the national youth policy. Its members are appointed at deputy-ministers level dealing with issues in the field of finance, home affairs, regional development and public works, labor and social policy, healthcare, economy and industry, tourism, culture, education and science, justice, foreign affairs, energy, agriculture and food, defence, transport and communications, innovations and growth, e-governance, and child protection. The council further comprises representatives of the National Association of Municipalities in the Republic of Bulgaria, the National Representation of Student Councils and nationally representative youth organizations.
Furthermore, the Ministry of Youth and Sports establishes ad-hoc working groups with representatives of other ministries to discuss cross-sectoral youth issues, to design strategic documents, amendments and supplements to the Youth Act, etc.
On the other hand, political representatives and experts of the Ministry of Youth and Sports participate in working groups dealing with youth-related issues, such as employment, education, healthcare, culture, prevention of crimes, social issues, etc., to provide expertise and ensure alignment with the national youth policy priorities.
